Overview
The J6 Directorate leads Command, Control, Communications, Computers, and Cyber (C4/Cyber) operations for the Joint Services Detachment (JSD) within the South Carolina Military Department. We deliver seamless integration across state agencies, while providing expert counsel to the Adjutant General and the Governor to shape a secure, effective joint information environment that supports both military readiness and statewide resilience.
Mission
Strategic Leadership & Expert Advice: We deliver high-level guidance and specialized C4/Cyber expertise directly to the South Carolina Adjutant General and Governor. By harnessing advanced command, control, communications, and cyber capabilities, we strengthen the security, readiness, and resilience of the state's military forces, civilian networks, critical systems, and infrastructure against evolving threats.
Building Skills & Partnerships: Our team invests in continuous training to sharpen C4/Cyber proficiency among JSD personnel, ensuring full-spectrum readiness across diverse operational domains and scenarios. We actively partner with other JSD sections and external stakeholders to cultivate Cyber Associates, sharing proven practices, delivering targeted training, and embedding a strong culture of cyber awareness, vigilance, and organizational resilience.
Empowering Vulnerable Partners: We extend critical cybersecurity support to underserved communities, small utilities, and vulnerable entities across South Carolina. Through tailored briefings, industry-leading best practices, and facilitated access to training, tools, and resources, we bolster existing defenses, helping safeguard sensitive data, prevent unauthorized access, reduce vulnerabilities, and build long-term cyber resilience without replacing local responsibilities.
Cyber Defense for the Rest of Us: Community Outreach: J-6 members lead hands-on community outreach efforts under the banner of "Cyber Defense for the Rest of Us," demystifying cybersecurity for non-technical audiences across South Carolina. Through accessible workshops, plain-language briefings, family-oriented events, school presentations, and local library or community center sessions, we empower everyday citizens, small business owners, educators, seniors, and community groups with practical, easy-to-implement habits—such as strong password practices, recognizing phishing, safe online behavior, and basic device protection—to defend against common threats without requiring technical expertise.
Scope
The J6 provides responsive, member-focused support to all Joint Services Detachment personnel, including:
• Internal Help Desk — Quick, reliable technical assistance for JSD systems and applications via phone, email, or live chat.
• Customized Training — On-demand one-on-one or group sessions covering JSD policies, procedures, tools, and cybersecurity best practices.
• Hands-On Technical Support — Expert troubleshooting, system configuration, installation, and maintenance—delivered remotely or on-site as needed.
Beyond internal JSD support, we assist South Carolina's small municipalities and critical infrastructure owners by supplying practical self-assessment tools and strategic guidance to better align resources with actual needs. We facilitate connections to relevant external resources and partners—but we do not perform direct audits, remediation, or infrastructure upgrades.
LTC Dean E. White
J-6 C4/Cyber Directorate Lead
LTC White brings a diverse background of military, entrepreneurial, and government experience to his current role. He began his career in the US Navy as a Computer Peripheral Technician, serving on Spruance-class destroyers and deploying twice to the Persian Gulf. After founding a successful computer business in 1993, he returned to Federal Service at The Naval Information Warfare Center - Atlantic in 2007, as an IT Project Manager and Contracting Officer's Representative. He currently serves as Naval Messaging Shore Lead, supervising sites in Hawaii, Guam, Norfolk, and Naples, Italy. In 2019, White was commissioned as a major in the Joint Services Detachment and became the first J6 Lead, making a significant impact by shaping, developing, and enhancing the JSD's J6 capabilities. He was promoted to LTC on May 20, 2023.

LTC Brandon Sade
J-6 C4/Cyber Directorate Deputy Lead
LTC Sade is a seasoned IT and communications expert with over 25 years of distinguished service in both military and civilian roles. Beginning his career as an active duty Army Sergeant during the events of 9/11, he volunteered to lead rapid deployment teams tasked with providing secure communications in support of critical Task Force operations. Following his military tenure, LTC Sade brought his mission-driven focus to the Department of the Navy, where he led numerous high-profile IT initiatives in support of the Navy and Joint Forces. His leadership has consistently advanced operational readiness and enhanced warfighter capabilities across multiple domains. LTC Sade holds multiple degrees and certifications in Cybersecurity, Cloud Technologies, Project Management, and Systems Engineering.
CW4 LeRoy (Lee) F. Horan, Jr.
J-6 Section Chief
CW04 Horan entered the U.S. Military Service in April 1965 and retired in June 2005. CW04 Horan’s main assignments were in Electronics Interception, Communication, and Warfare Equipment Repair (ASA). CW04 Horan also served in assignments as COMSEC custodian and in operations.
CW04 Horan retired from the U.S. Army as a Chief Warrant Officer (WO4) with a broad range of experience in Military Intelligence and Ordnance theater operations, including service as the J6 and 8th Army maintenance chief. CW04 Horan is Q5 qualified in both MOS 353A and 948D.
Following CW04 Horan’s retirement, CW04 Horan taught High School Electronics and Automotive courses, served on the Town Council (where CW04 Horan handled utilities), and volunteered with the First Aid Squad during Super Storm Sandy. CW04 Horan entered the Joint Service Detachment in 2018.

CPT JOHN HART
Research Lead
CPT Hart hails from Bel Air, Maryland. He enlisted in the US Navy in 1975, and as a SONAR Technician left his home port in San Diego on a “seasoned” Guided Missile Frigate for deployments supporting many battlegroups in the Western Pacific and Indian Oceans. Returning to the home port, CPT Hart was assigned a rigorous battery of technical (engineering) schools to qualify him as a combat systems technician on Spruance class destroyers. Serving on 3 of them, he deployed to the Western Pacific/Indian Oceans, North Atlantic, Mediterranean, and Persian Gulf Theaters. In 1995, CPT Hart retired from the Navy as a Chief Petty Officer (CPO). Melding into the civilian sector as a US Army 841st TTB network engineer. He increased his knowledge and talents by earning his Degree in Information Technology and earning certifications in information systems security from single systems to “Big Iron” behemoth “Supercomputers” and “Data Centers”. He has recently retired as a federal contractor with NIWC LANT as an Information Security Engineer and Navy Qualified Validator. He joined the JSD in May 2024.
CPT TREY STEVENS
Computer / Cyber Operations
CPT Stevens, a Blythewood, SC native, graduated from The Citadel’s Charlie Company in 2022 and completed his graduate studies in 2024. As a DoD Cyber Scholarship Recipient, he launched his federal career at the Naval Information Warfare Center, transitioning from Information Security Systems Engineering to Red Team Operations. He also served in Cyber Incident Response with the South Carolina State Guard (2022–2023) and helped establish The Citadel’s Security Operations Center, later joining the faculty as an adjunct professor. Commissioned into the JSD in August 2024, he brings a diverse cybersecurity background to the J6.
