Personnel and Administration Officer (J1) is the principal staff assistant to the commander. Exercise staff supervisor in matters of strength management, personnel qualifications and evaluations, personnel assignment, clearance, recruiting, retention, and unit administration. Additional duties include Unit Safety Officer, Equal Opportunity Officer, Records Management Officer, and Retention Officer.

COL Marlene Van Beuren joined the US Navy as a Petty Officer 2 nd Class, Sea Duty at Patuxent River, MD, FAIRECONRON FOUR, Prior to going to her squadron she completed Navel Aircrew Candidate School at Naval Air Station Pensacola, FL, then attended Loadmaster school at the Naval Airbase at Wichita Falls, TX. Was awarded the Battle E Ribbon, and Good Conduct Ribbon.
COL Marlene Van Beuren has a Bachelor of Science Degree in Aviation Management. She has achieved the following aviation certificates: Airline Transport Pilot- Multi-Engine, Flight Engineer (Turbojet), Flight Instructor-Single/Multi Engine Instrument, Single Engine Seaplane, Advance Ground Instructor, Mechanic- Airframe and Powerplant.
COL Van Beuren worked for the Federal Aviation Administration for over 17 years as an Aviation Safety Inspector- Operation, at the Flight Standers District Office (FSDO) in West Columbia, SC.
COL Van Beuren joined the South Carolina State Guard in 2 February 2013 and retired 16 November 2020 with the rank of Colonel. She was the G1, Deputy Chief of Staff.
COL Van Beuren joined the South Carolina Joint Service Detachment, South Carolina Military Department, on 20 May 2023 as the J1- Adjutant.
